The biggest change would be in the leadership. Jim Black, who has ruled the House with an iron fist, and who may be taken away in handcuffs for breaking the law, would not be in charge. In the Senate, Marc Basnight has controlled that chamber for 14 years. The budget there gets written by about 3 people and everyone else is expected to vote on it. But with a conservative leader, the Senate might have rules that are actually fair, instead of having bills that the Democrats don't like "lost" in committee hearings.
The leadership would also help determine the rules for each chamber. Last year the Democrats in the Senate decided that they could suspend the rules for any period of time they wanted to. They also changed the rules for getting legislation OUT of committees. In addition, conservatives have suggested a rule that would require a waiting period before a budget vote. Currently the budget appears and is expected to be voted on within hours -- giving those who did not write the bill (everyone but the leadership) no possible way to actually READ the bill. Conservatives have suggested that they would require giving legislators enough time to actually READ bills before they vote on them -- what a concept.
