Federal Dolphins

Can someone please explain to me the need for the the federal government in this case? If you see a dolphin in danger, apparently you better not touch it or the federal government will PUNISH you for helping the animal.

When they noticed him three weeks later still sporting the Speedo, they decided enough was enough and got an emergency rescue authorization from federal officials.

So the dolphin was in danger and they wanted to help him by removing a foreign object that was killing him, but they had to ask permission first?

Go ahead, try and convince me that this government is completely and totally out of control.

1 lol, There probably would be no problem if Scrappy was wearing plain white briefs. But removing Speedos and feathered boas is off limits unless permitted by the 9th circuit court.
