Federal Dolphins
Can someone please explain to me the need for the the federal government in this case? If you see a dolphin in danger, apparently you better not touch it or the federal government will PUNISH you for helping the animal.
So the dolphin was in danger and they wanted to help him by removing a foreign object that was killing him, but they had to ask permission first?

There probably would be no problem if Scrappy was wearing plain white briefs.
But removing Speedos and feathered boas is off limits unless permitted by the 9th circuit court.
