Sec. 5. Acts levying taxes to state objects.Every act of the General Assembly levying a tax shall state the special object to which it is to be applied, and it shall be applied to no other purpose.
That is all that appears in that article. There's no other details or descriptions, as to most people, that's pretty darn obvious. However, the Democrat-controlled legislature doesn't like that section, so they just ignore it. For over a decade, each and every year the Democrats in the legislature vote to ignore that portion of the Constitution as they move money raised for highways and place it into the general fund.
No, it's not legal. But then again, these people get to make the laws, so they clearly and obviously ignore the law whenever they want. The only way to stop them is to get people who actually respect the law into elected office. Any Democrat incumbent automatically excludes themselves from that category.
Of course, such things always cause trouble. The legislature has been taking literally BILLIONS of dollars away from roads. The money has been raised, the taxes have been paid, but the money has been taken by the Democrats to be given to whomever they want -- so the roads in North Carolina are bad -- REALLY bad -- worse than NJ bad.
So what's the solution? No, it's not "use the road taxes for roads" as logic would dictate. No, the government solution to the government-created problem is to take more money! Yes, that's right! The Democrat-run legislature literally sees "no other choice here" -- but to take county money to pay for roads instead of using the damn highways taxes to pay for them!
Oh, how I yearn for freedom and just a tiny, itsy little bit of common sense in government.
