Spending Money to Spend Money

Apparently North Carolina Democrats are just not happy. After increasing the budget every year since, well, nearly forever, they're still not happy. This past year the Democrats in the Legislature managed to end up with a surplus -- they collected more money than they were supposed to. They managed to spend every dollar of the surplus and piles more -- so much so that they didn't have enough. But even that doesn't make them happy. They've now created a new department. That department, of course, will cost lots of money. And why does it exist? To prove that they can spend more money.

This is the new Orwellian-named "Program Evaluation Division." It's appointed leader gets $135,000+ salary (plus a staff of 10). And what shall this new "leader" be doing? Why spending all his time and your money to prove that all the other expenditures in Raleigh are good! Seriously, that's his job. He's going to "evaluate" programs that the Democrats in the Legislature spend money on. And since Democrats appointed him, what do you suppose the chances are that he will suggest even one reduction in spending?

Oh, but he'll evaluate a whopping "as many as" THREE programs a year. Woo-Hoo! Isn't that special? And he might make suggestions held out as exemplary from other similar programs like:

A review of Florida's community colleges found that half the students taking required college preparatory classes were dropping out. The report said the community colleges need to do more to help the students succeed or do a better job steering them into workplace training programs so they emerge with a skill.

WOW! I'm amazed! How did we ever survive without knowing that if 50% of people drop out of a program that the program isn't working? Shazam! Man, that's some way to spend hundreds of thousands of dollars, isn't it? Or maybe this new, highly-paid "leader" will make a discovery like this one:
An evaluation of a low-income housing program in Kansas found that too many new developments were being approved when renovations of existing buildings were more cost effective. It also found that rural communities with waiting lists for low-income housing have difficulty attracting developers.

What? Developers aren't attracted to low-income housing? I'm shocked! It's so good that we can spend hundreds of thousands of taxpayer dollars to find this stuff out -- otherwise we might not know it. And I'm sure there's nothing else we could be spending that money on, right? It's not like we're short millions in road funding...

Democrats in North Carolina honestly have one goal in mind: to spend money. They don't care what they spend it on, they don't care how they get it. They want money and power and nothing else. Perhaps 100 years of one-party rule in North Carolina should finally come to an end.
